Leaders here are typically concerned with practice across multiple service areas/the wider organisation and may lead on the delivery of integrated care services.

Leadership at this level is about:

building networks and relationships with clients, patients and colleagues across teams, departments, directorates within the wider organisation and in some cases social care and third sector challenging the appropriateness of solutions to complex problems and being confident in offering answers or creative alternative.

Leaders are likely to be accountable for directorate or board wide or social care services and for direct reports who manage teams within this. The potential risk associated with their decisions will have a wider impact on others, patients, the service and potentially the organisation and/or local authority.


  1. Is skilful in managing group dynamics and responses at organisational level.
  2. Understands how to establish a clear picture of multiple stakeholder views and priorities.
  3. Understands diverse political views and imperatives.
  4. Has strong interpersonal skills and is able to surface and manage deeper issues with colleagues, patients and stakeholders.
  5. Is comfortable with ambiguity, making decisions with partial information and processes to resolve complex issues.
  6. Strong communication and influencing skills.
  7. Actively influences organisational decisions.
  8. Promotes a Public Sector ethos.
  9. Proactively seeks opportunities for joint working.
