Care Assurance System (CAS) and Excellence in Care (EiC)

What is Care Assurance System (CAS)?

  • CAS is a process for developing a clear and inspiring vision for person centred care
  • CAS incorporates a self-assessment and external peer assessment process. Which will provide assurance for all that care meets the standards of NHS Scotland
  • CAS accurately measures a ward/department's level of performance to the agreed care standards
  • The CAS assessment process includes a mechanism to ensure continuous improvement is supported. This involves an analytical, counselling and self-improvement dimension to the improvement action plan process.

This parallel process of supporting and developing for improvement is a key component to ensure the standards are achieved consistently and sustainably in clinical areas.

CAS is based on the Salford Royal NHS Foundation Trust model (insert link) and each of the standards has been framed using the fours domains within Leading Better Care Role Framework (2008). These domains are:

  • Safe & effective patient care
  • Enhancing the patients experience of care
  • Leading, managing & developing the performance of the team
  • Contributing to the organisations objectives

CAS initially launched within NHSGGC in 2015 and since then much of the focus has been on the older people’s standards.

NHSGGC will deliver the Excellence in Care (EiC) Scottish Government initiative through the existing Care Assurance Framework and initial work has already been done to map the requirements for both. There are already a number of core nursing indicators which are currently utilised which meet the requirements of EiC /CAS (e.g. pressure ulcers, falls/falls with harm) and other indicators are in development currently at a national level e.g. medicines omission. This work is being replicated throughout the other nursing families.
