The Health and Care (Staffing) (Scotland) Act 2019 has been passed into law, and Scottish Ministers are expected to publish accompanying guidance prior to implementation of the full Act. That guidance is expected to be published in 2020.
The purpose of the Act is to ensure that at all times suitably qualified and competent individuals, from such a range of professional disciplines as necessary, are working in such numbers as are appropriate for the health, wellbeing and safety of patients, the provision of safe and high-quality health care, and in so far as it affects either of those matters, the wellbeing of staff.
In order to serve that purpose, the Act implements 10 new duties on Health Boards in Scotland:
At present the Healthcare Staffing team is engaging with professional leads and other interested parties to ensure that the effects of the legislation are fully understood, and that appropriate preparations are underway to ensure NHSGGC can be considered fully compliant once all of the duties listed above are implemented. A communications strategy is being developed, so you should expect to see much more information displayed in and around clinical areas closer to implementation of the Act.
