'Learning Disabilities' is a preferred term.

The terms 'mental deficiency', 'subnormality', 'mental retardation' and 'mental handicap' are outdated, stigmatizing and cause of offence, so should not be used.

Learning Disabilities is a significant, lifelong condition with three components:

• Reduced ability to understand new or complex information or to learn new skills, due to IQ<70,
• Reduced ability to cope independently, and
• Onset before adulthood

The READ Codes on the template are QOF qualifying codes.

There are no exceptions.
