Leadership - Level 1 

Role / Accountability

Leader is primarily concerned with their own leadership practice and that of their immediate team which in some cases may operate in an integrated care setting with staff from different organisations. Typically, roles will:

  • involve building relationships with clients, patients and colleagues often working as part of a multi-disciplinary or project team
  • require an ability to recognise problems and be confident to work with others to solve them

Leaders at this level may supervise a Team or project and may contribute towards appraisal or development of staff but are unlikely to have managerial accountability. The impact of the decisions taken at this level will be limited in terms of risk.

Competencies

  1. Understands the impact of own approach or style on others.
  2. Is comfortable dealing with sensitive issues or difficult conversations.
  3. Has the knowledge and skills to give and receive feedback effectively.
  4. Is confident tackling problems and making appropriate decisions.
  5. Actively supports the development of others, their own development.
  6. Sound skills to establish beneficial professional or learning networks.
  7. Has a good general knowledge of organisation and associated politics, remit and agenda of different areas.
  8. Has a sound understanding of own service area and its priories and deliverables.
  9. Has an understanding of improvement methods and tools and the ability to apply.
  10. Has strong interpersonal and communication skills.
  11. Has good influencing skills.
  12. Understands the cultural challenge that different organisational structures can bring.

Leadership - Level 2

Role/Accountability

Leader is concerned with practice across own area of service with own and other teams which in some cases may operate in an integrated care setting with staff from different organisations.

Leadership at this level is about:

  • building relationships with clients, patients and colleagues to support the quality of service delivered by them and the staff they manage working across service teams to recognise problems,
  • resolve these and ensure a quality provision having a sound understanding of the processes and approaches to be applied to ensure equity and consistency across their teams.

Leaders will be more aware of the implications of their decision for clients or patients, the service, themselves and the staff they manage, and be prepared to challenge where appropriate

Competencies

  1. Understands the dynamics of groups and adapts personal style for best outcomes.
  2. Demonstrates confidence when working to resolve issues across wider groups or with more senior staff.
  3. Develops emotional intelligence, increasingly aware of unspoken issues and confident in surfacing these for discussion.
  4. Increasingly tackles more complex issues or decisions seeking positive outcomes.
  5. Has a deep understanding of service area and its priorities and increasingly understands where this sits in the wider organisation or longer term organisational plan.
  6. Develops skills to identify improvement opportunities and is confident tackling areas outwith immediate knowledge or comfort.
  7. Actively influences across and above current role.
  8. Delivers integrated services in the most efficient and effective way.

Leadership - Level 3

Role/Accountability

Leaders here are typically concerned with practice across multiple service areas/the wider organisation and may lead on the delivery of integrated care services.

Leadership at this level is about:

building networks and relationships with clients, patients and colleagues across teams, departments, directorates within the wider organisation and in some cases social care and third sector challenging the appropriateness of solutions to complex problems and being confident in offering answers or creative alternative.

Leaders are likely to be accountable for directorate or board wide or social care services and for direct reports who manage teams within this. The potential risk associated with their decisions will have a wider impact on others, patients, the service and potentially the organisation and/or local authority.

Competencies

  1. Is skilful in managing group dynamics and responses at organisational level.
  2. Understands how to establish a clear picture of multiple stakeholder views and priorities.
  3. Understands diverse political views and imperatives.
  4. Has strong interpersonal skills and is able to surface and manage deeper issues with colleagues, patients and stakeholders.
  5. Is comfortable with ambiguity, making decisions with partial information and processes to resolve complex issues.
  6. Strong communication and influencing skills.
  7. Actively influences organisational decisions.
  8. Promotes a Public Sector ethos.
  9. Proactively seeks opportunities for joint working.

Role/Accountability

Leaders here are concerned with practice across the whole organisation/partner and national organisations.

Leadership at this level is about:

building broader sustainable and replicable partnerships across and outside traditional organisational boundaries dealing with multi-faceted organisational problems and creating innovative solutions to those problems.

Leaders may lead at a national level and be required to participate in whole systems thinking, finding new ways of working and leading transformational change.

Decisions may have significant impact on the reputation of the Board and/or Local Authority, on outcomes critical to its success and on the health and social care workforce or wider population of staff.

Competencies

  1. Works confidently and fluently across regional and national groups.
  2. Understands and utilises stakeholder drivers and politics to achieve required outcomes.
  3. Is an effective public speaker and communicates successfully across multiple stakeholders and geographic areas.
  4. Is skilful in identifying alternative approaches to achieving required outcomes for the Board.
  5. Demonstrates strong strategic influencing and planning skills.
  6. Actively tackles complex issues, developing others to do this.

  8. Knows who key decision makers are and how to engage them at national, regional and local levels.
