Dr Donald Lyons was appointed as Non-Executive Director on 1st July 2014.
Dr Lyons is an old age psychiatrist and former Chief Executive of the Mental Welfare Commission for Scotland. He has extensive experience in the care and treatment of older people, mental health and incapacity law and human rights. He has published investigation reports and extensive guidance on applying best legal and ethical practice to the care and treatment of individuals with mental illness, learning disability and related conditions.
He has served on the UK Executive of the National Preventive Mechanism to prevent ill-treatment of detainees as the Scotland representative, and has represented the UK at Council of Europe and United Nations level on this subject.
He also works with the Equality and Human Rights Commission and has a strong commitment to reducing inequality wherever it exists.
